There are some reasons:

Talon has a slow. Your team might have too much AP already Their mid laner might counter kat Talon can potentially do more aoe damage if he is unable to get a kill and they have enough zone control to deny you going all-in

talon must put himself in risk for that slow with less damage than kata q and has a mana cost 2) it is not a reason 3)talon has mana so that mean he is way more countered than kata 4)kata won't engage and her q w e combo is too strong with lumen echo
