Garen`s W disturbs me

have to farm like 100+ minions .....30 armor and magic resists on maps like aram/ascension and nexus siege(each roundhere) just for that? why couldnt you leaveit as it was 20% resists ,get denied on so many maps that and the fact it also lost tenacity which makes it look like a very dumb ability with a huge cooldown
