Volibear nerfs.

While I understand the need to curb the bears power in the jungle, he really isn't doing all that hot in lane. Can we please make it so his W cdr reduction also applies to lane minions so that lane voli doesn't get entirely taken out with these nerfs? Some of us actually like to play him in top lane even though he's not very good there.
