Much of Tahm's power comes from his slow because he is an immobile champion who relies on it to close the gap. Phase Rush effectively removes that power from him, buying a player time to trade evenly with him before backing off again.

The only thing it does is negate his early kill pressure if you can even proc it on your champ. IMO you are better off just playing safer and avoiding that situation to begin with. I win lane against him as 
by just constantly running from him and focusing on dodging his Q and punishing him while its on CD after I dodge it because it is obvious when he wants to Q you. He runs past your wave or is trying to stick to the edges he is probably trying to do it. IDK I can read Tahm's really easy because his play style in top is so binary like

Including shyvana when I went jungle tahm.
Tahm is actually a lot better against tank busters due to the fact that he doesn't rely on health / armor steroids that can be countered by max health damage and true damage or armor pen, he relies on a shield that can effectively give him 35%+ damage reduction when timed/used correctly, despite the enemy carrying true damage.
If you want to make a tahm kench player cry you pick 
and dash away whenever he gets more than 1 stack on you, riven players completely control how long trades last against kench since they are effectively immune to his q slow and disrupt him from auto attacking/fighting back, making her perfect at hit and run.
And don't feel discourages to do short trades with him during laning phase because of his grey health, with one point in grey health he only heals back 15% of the damage he takes which is almost nothing.
