And even then, tanks like poppy and maokai are still pretty much overpowered.
So if you want to nerf damage across the board all tank itemization needs to be nerfed aswell (and some tank kits, like poppy/maokai), and in general their base damage should go down (and ENOUGH WITH % DAMAGE RIOT)

Guess you forgot about the part of tanks dominating the game for a good chunk of seaso 4~5 when the nerfed botrk and removed the old LW.
They had to buff the new lw multiple times, buff botrk and buff the offensive masteries while nerfing the tank ones just so ppl can actually somewhat dela with them now.

They nerfed Bork at the end of season 5 and just buffed it back to it's original state. Tanks weren't dominating because Bork was weak, the cinderhulk patch was very powerful (and if I remember correctly, well received).
