I think it might be the time to revert his last set of buffs.
As it is he wins lane and then past laning phase all his spells barely have cast times anymore and he can just throw everything in a half a second, like his kit was already limited in terms of counterplay before (either he has bad numbers and you just kill him or he doesnt and he facerolls you) and now its even worse.
I don't know what you're on, but his cast times were never his counterplay. Ever. BoRK buffs are why he's so strong right now, not the cast time reductions.
Honestly I think his absurd synergy with the new BotRK is causing quite a lot of the problems
Is it possible even to lose lane as lulu and lucian?
I'd just like to not auto lose lane to Lucian because he hits 6 and ults the minion wave + half healths me and my support in the process and then proceeds to harass us under turret with a full cannon minion wave.
It's actually annoying.
Then he scales off and becomes irrelevant after lvl 9. Any adc with real range gets the first hits off and wins the game later on.

It's funny bc Lucians stats are way more absurd than Jhin's ever were but "muh fun to play champ"
I think if they just put the cd on a timer, one that scales down by level for late game to still be solid, he would be fine. But the fact that he can w, passive, e passive, q passive, then just ult you is what the real problem seems to be. If it was on a cooldown is abusive laning phase would be halted, his potential to just rofl-stomp when ahead would be stopped quite a bit. All in all, it seems like that would be the way to go, but the cast time buff may have another huge play in it as well.
I think they should change his pasive so the second hit cant proc things like botrk and bc anymore. I think his playstyle needs to be lanebully and strong vs squisies but weak vs tanks, strong 1v1 but weak in tf.
If they nerf Botrk because of him I'm gonna be piddled. Kalista and Kindred are fun as fuck right now.
