Why Warwick Ulti damage was nerfed?

(back when it did true damage on-hit, in addition to Devourer's magic damage on-hit)
So Riot nerfed WW's ult, his W, Devourer and Skirmisher's. Probably a bit overkill, but he was absolutely broken at the time.
