Today i learned 12 seconds CD for a 1.5s shield is perma shielding.

? It's 8 seconds at max rank, reduced to 4.4 with full CDR. With a 1.5 duration that's only 2.9 seconds before she can shield again (assuming shield wasn't popped.)

That's still lower uptime than what she used to have iirc but you're being disingenuous using the rank 1 CD on the spell she maxes second.

Turns out riven doesnt start the game at lvl 13 with two full items (40~45% cdr)!

Riven is piss easy to beat in lane right now, you shouldnt worry about it.

Last I checked riven doesn't get max CDR or a free rank 5 spell at lvl 1. Pretty sure that riven doesn't even max E first so at the bare minimum it takes her up to lvl 13 at the bare minimum to even reach rank 5 of her E. Riven for the entirety of the laning phase and some of the mid game is going to be stuck with a 12 second CD shield (minus whatever CDR she gets) that lasts 1.5 seconds. This is a fact. Nobody is being disingenuous in any capacity.

The cooldown on Riven's E had been 10/9/8/7/6 from mid September 2011 through mid May 2019. It's going to 12/11/10/9/8 with the upcoming patch. She certainly doesn't need to be buffed from where she is now, but the cooldown will at least be higher than it has historically been.

Hasn't she got 2 sec cd on her shield? If she has it means it has 12 sec cd now. If you see the shield permanently up then you have huge lag my friend:)

Just because a champion doesn’t start with an item doesn’t mean it’s not broken out it’s ass.

I mean, arguing spear is broken on her is pointless. Its a broken item in general, just like Deathcap is (40% of a person's AP being added on top of pre-existing AP and the 120 AP from the item just asks for some mages to have literal untankable damage).

Death cap is only broken because voidstaff and all %pen needs to be changed to bonus pen.

Deathcap in this current rune system should not be anywhere close to 40%, it should be 25% or 30%. And yes, Void needs to return to % Bonus since no one really has scaling mr base stats. Most have around 50 something by 18. I'd argue in changing % pen for AD items to be half bonus half total, so tanks aren't heavy nulled, but at the same time dont return to being unkillable.
