Chilling smite actually buffs a lot of weaker junglers

Well, those who don't need the trailblazer at least (although a strategy I've seen and plan to try on some junglers like Skarner is to start with Trailblazer and switch for free to chilling smite later when you upgrade your jungle item).

Olaf for example doesn't need Trailblazer sustain so he can get the speed boost from the smite to make it harder to kite him. So if people stack you can't mis-smite and hit the support instead of adc, because either way you have 20% movespeed from them. Also Hecarim literally gets AD from smiting people now. GLORIOUS UNINTENTIONAL HECARIM BUFF.
