There's a bit more to it then your letting on.
Your not talking about Effective Range, Movement Speed, Mobility, Cooldown Reduction, and Scaling.
All of these things are important.
Someone like Draven can walk up and shit damage all over you, and thats balanced by his lack of mobility, his average range, and his predictability. It's the only thing he can do.
That alone is your counterplay, you prevent him from doing that by controlling him with CC, or you ONLY give him the option of right clicking on a tank. OR you blow him out before he gets the chance to right click.
These are all viable options. Either way, there is counter-play there. If Draven gets in on you - if you LET him get to that point, then you've already missed your mark, and its gg.
That's just a baseline argument though, we didn't even talk about scaling or late game vs early game.
That being said: I Do concede that certain champions are out of tune right now, but it really depends on who your talking about, and in what scenario they find themselves in, and even then - it doesn't really mean they are broken. Annie is a great example of this.
