Are you wanting him to go top vs the "op" picks such as jax and fiora? Surely you will just power creep rather than nerfing them?
In jungle with devourer he will crit every auto attack...

Maybe these numbers aren't them trying to make him balanced. Maybe they want to add more levers to tune him with.
Xin has the problem that he's really straightforward and a lot of his power is loaded into q and E. They're trying to take some from E, move it into W, and at the same time add another big source of damage to tune around. His balance state has never been good because of his W being meh since his rework forever ago.

Verxint1 votesThat's easy enough to adjust. I agree that much extra damage is nuts, though losing 3s CD on Xin's E is a big deal.
Regardless, he's actually really hard to tune in his current state because his Q and E have to both be really strong to be relevant, meaning his W has to be shit, which means you have to change Q or E to nerf or buff him, which means balance changes will be very extreme.

Watching a stream, xin soloed baron with no defensive stats at lvl 14... yeh i dont see this surviving the pbe.

The juggernaut reworks were a similar level to this, except there were four of them.
They have caught some things, though. Their first try at reworking rageblade just turned spawn Karthus into a stupidly powerful strat, and they pulled that out, so we know that they at least LOOK at the beta.

Honestly Xin Zhao already shits on Jax if played well. Fiora is a bit more of a toss-up with that Riposte of hers (and it is fairly hard to bait that damn thing as Xin), but if you can manage to not get yourself stunned against her, Xin generally comes out on top. This will just make it so he shits on everyone....including ranged champions top lane (which for the most part are Xin's bane), simply because he can sustain right on through it, while also just killing them if they so much as get within sneezing range of him.

FistOfSharkiesha1 votesI don't know why people are still claiming he's strong now, he isn't. In fact he has had periods of time recently where he was ~45% winrate. The only reason he is even slightly viable right now is because he has extreme synergy with rageblade and devourer. He's far weaker than other fighter junglers.
That being said, the buffs are too big. He needs a love tap, for example his W active cooldown is enormous for being so weak and short. Lowering the CD slightly or increasing the duration would be a good start.

They want to make people rush out and buy the flavor of the month with RP, and some will even buy skins with RP too. They "favor of the month ballance" for $$$.
They are punishing us for calling other champs op and are now like "YOU THINK THAT OP!? TRY THIS XIN BUFF!!!"
They are making Xin perma ban to make room for other champs to be UN-perma banned, without nerfing the other champs. Less 
banz if you have to add Xin too.
Graves has a 67% ban rate, and wins 55% of the games he isnt banned in, but he can see just 60% ban rate if we needlessly buff Xin.
