Now they can have duplicates of the preset runes as their own custom rune pages for a few more levels LOL.

The few good eggs who make smurf accounts for legitimate purposes aren't the only ones who would benefit from the suggested change. Toxic smurfs and permabanned players who make new accounts would too. They might not like it, but the system isn't supposed to support their shitty behavior. This is why we can't have nice things.

Replace new players with smurfs and your post makes sense.

That's just insulting. Do you sincerely think that new players can't recognize that all options are locked except ones that are exactly the same? That's incredibly demeaning and shows a great deal of contempt for their intelligence.

A new player will understand that they will have to level up to advance. That is what is meant by building to it. If said new player doesn't live under a rock then they have played many games that do this and will understand that this is no different.
