An idea of a way to allow for role specific effects/buffs (mainly jungle).

One of the biggest arguments as to why making specific rules for specific roles is that players can just swap them. Specifically for the Jungler and Support, this can be an issue. Support is still an issue, but for Jungler related issues, I think this idea would fix those.

When in champion select, if placed in the Jungler role, you HAVE to take summoner 11 (the game will force this). And if you want to trade roles, you actually trade the role. If the MID wants Jungle, then they will swap and one of their summoner spells will become summoner 11. This is a way to force any non-Jungler roles to not be able to abuse Jungler related changes. For example: the player/champion in the role of Jungler regains health/mana faster while OOC in their side's jungle. This could very easily be abused by a simple role swap where the Jungle gives their role buff to another role, say MID. But if the role forced a summoner spell, then sure the mid could still have the buff, but they also would then remove summoner 11 from their Jungler and lose out on taking another, more appealing spell like summoner 14 (note that this situation would include a forced maximum of 1 summoner 11 per team).

Things like this could be used in future balancing. Maybe Jungler items naturally scale through their build items based on some kind of smite/jungle interaction. Maybe you would have to smite X amount of jungle camps to promote the item to the next build tier. Kinda like how devourer worked except it is just on camps killed by summoner 11. For example, to promote from item 1039 to say item 3711, you would have to smite kill 5 non-epic camps or 3 non-epic camps and 1 epic. Baron and Elder could auto promote the item to full rank maybe since if you have not gotten it already by 20/35 minutes, then you need the help and should reconsider jungling in the future.

Simplest thing i believe would to be just remove the items and have at lvX you can upgrade smite to get the jungle buffs, mana regen, damage to monsters, etc..
