Its even funnier that people don't understand the concept of indirect changes.

Champions can get stronger or weaker even if they themselves aren't changed; In Lux's case specifically, she got a pretty nice buff with all the QoL changes shes gotten within the last year, she also got some pretty great new items (most notably Luden's Echo)

OT: Lux needs to be toned down somewhat, but I'm entirely unsure where to do so; my best guess would be either the strength of her shield, or some of her damage (seriously, her practical kill rotation does more damage than Xerath's, while taking less time; all the while with her being safer than he is)

Edit: Just to clarify, Xerath does more in a single rotation (and has a MUCH more frequent uptime on his main damaging skill than Lux), but that full rotation is significantly harder to hit, and takes more time (some of it spent rooted in place)
