Would Shaco passive be better if it gave some CDR(.5-1) instead of damage when striking from behind?

.5 seconds for basic attacks/Deceive, 1 sec for Shiv (would be my best assumption)

Would probably require a small base CDR nerf to his Q but I think it would serve well for his W-E-R at their current CD's.

Or perhaps this effect could have a static-cooldown itself(reduce CD's by 1 sec on 3-4 sec cooldown).
