This would be a HUGE buff. He would have to have something essentially gutted.

Considering most junglers were nerfed, he'd become the new rek'sai (as far as knock-ups) in competitive, but with more damage, healing, and stickiness.

WoonStruck1 votesYes. It would basically mean he'd have mobility like Kha'Zix (without resets), but much lower CD and much quicker.
It'd effectively extend his range of engage, because of the AoE already attached to it.
Also consider that Xin gets pretty early CDR and scales with all of the strong AD items incredibly well.
