for some one who has no resource, high mobility and cd resets, she shouldn't have a 340 movement speed.
Even nautilus has 325, while Maokai has 335 (as an example because they have similar kits.)

Nautilus is tanky with tons of hard CC and a gapcloser so as a trade off his base MS is lower. That's totally understandable.

Katarina is a resourceless assassin that has a ms boost and a blink that has cd resets. She can get around just fine without the 340 ms, it makes no sense for someone with that much mobility to have a high base ms speed
Vekkna3 votesI mean, you're right that there doesn't seem to be any rhyme or reason to champs' base MS. Lissandra is 325, Lux is 330, and Xerath is 340. Kassadin is 330 and Akali is 350. Evelynn is 335 and Shaco is 350. And for no reason whatsoever, Pantheon and Yi start at 355.
It feels very dartboard balanced.

Lissandra - due to the nature of her kit she can get away relatively easily from melee champions ( W root, Q slow, E blink ) so as a tradeoff she has lower base MS Lux : ranged squishy champ with no escape but she has a shield so her base MS is mediocre Xerath: ranged squishy with no escape or shield and his Q slows him, so 340 makes perfect sense Akali: melee assassin with really weak laning phase until lvl 6. She needs higher MS to survive until she gets her R. Pantheon: early game champion with no escape who has to poke before all-in Yi: his whole kit screams mobility so I'm not sure what is your problem with this Shaco: he has to stick to his target in order to deal any meaningful damage while not having a reliable dash/blink like other assassins

Already explained Katarina and YI. Eve has permanent invisibility after 6, unlike Shaco.

and kat cant really poke she goes all in so the mobility is warranted.

Also, you do know that with Sorc. boots she only has 385 movespeed.....like really, she's not that fast.
