TBH any champ 1350IP and under should not be a permanent shard chance

There is no point to it. Champion shards alone are 1700 IP. You are telling me I need to spend anywhere from 2-4 times the IP for a champion who normally I can get after a few games (like 5 for 450 IP if it is an average day).

In my opinion, it is a loss for unlocking them since you most likely spent more time getting the 1 case and 3 key fragments where you could have just bought them all anyways.
