Ashe pays for her utility by having 0 mobility.

Kalista pays for her utility by having.... infinite dash, health % percent damage, a ult who can be both use to initiate or save a person 100% of the times, infinite scaling damage. While ashe has a slow, a skillshot stun that doesn't last that long if you don't hit it from afar and....... that useless passive. There is no reason at all to play ashe if kalista exists.

Ashe has no mobility because mobile perma slow is even more cancer than perma mobile

Ashe can only permaslow people who was mobility 0 too or only MS boosts ( except yi ). She can also only permaslow one person. Kalist can kite a whole team

Ashe doesn't have mobility because she is one of the original champions and because she has permaslow. Just wait for her to be reworked. Not saying she will have a dash but she'll be MUCH better. Why do you think you can compare a champion just released to a champion made 5 years ago? Use your head man.

Ashe also has almost all of her power budget in her Q (That permaslow is the original reason most champions after her had a targeted gapcloser; Ashe literally kited every single champion forever and made mobility required to be relevant) and R (A global medium damage MASSIVE STUN and AoE slow. She has up to a 3.5 second stun that reaches max duration after 2800 range; for comparison, her level 1 E has a 2500 range). Until she's reworked to not have such massive utility she's unlikely to be changed much.

Kalista's utility is... one 45% slow and one knockup that requires her soul bound nearby and choosing to launch in on someone. The knockup does no damage.

She also doesn't need any peel like ashe. She has WAY more damage, her knockup is AoE , while ashe stun is single target. Ashe can't permaslow people nowadays

Ashe still has the exact same perma slow capabilities she always had, only since more champions have dashes her permaslow is a lot less potent. Otherwise, notice the GLOBAL part of Ashe's R. Her power budget has a lot put in the "Global 3.5 second stun" category, and pays a lot in damage (her only "steroid" if you can call it that is her passive) for the massive utility she has.

Sure, Kalista can self peel. She also only peels for herself, not her entire team, has a shorter range, and has her hard cc require a second person nearby to even work.
