Does lux hold the highest base shield in the game now?
correct me if I'm wrong, but I do believe lux went from having a mediocre shield to the highest in the game with a 330 base shield with a 60% ratio to boot with some ap.

Nope, that title will always go to Shen for base shield, and i'm pretty sure it's AP scaling isn't shit either (although you'll never see anyone ever building AP on him).

Apart from item-shields, Karma has the highest base shield (on herself) - absorbing up to 380 damage with a 110% AP ratio. I think that Ekko's shield is the biggest though - due to it's massive ratio. His shield can absorb up to 160 + (150% AP) damage.
Almost Forgot - Evelynn's R shields her for up to 300 damage for each enemy hit - so a perfect Evelynn R will shield her for 1500 damage.
