It's not a conversion; it's bonus damage.

But you are correct in saying blue Kayn doesn't deal damage based on opponent's health.

Blue Kayn's passive makes his damage dealt against enemy champs grant him additional bonus magic damage scaling off the said damage dealt to enemy champs. In other words, "do damage and you'll do even more damage". So yes, he gains additional damage.

And since his passive lasts for a few seconds after impact, and the fact his passive refreshes on ulti, together with the fact the % scaling (I phrase it like that since it's not a conversion, given "do damage and you'll do even more damage". Maybe this causes some confusion where I seemed like I was saying Kayn does %HP damage or something, I wasn't) also scales with level to ensure relevance in late game, AND the mere fact his passive makes him do mixed damage and thus very hard to itemise against, all it make Blue Kayn do high damage to just about everyone and in most stages of the game.

A fed Blue Kayn can 1shot squishy characters so quickly and so unfairly it's not even funny, and he also has no issues 1shotting many tanky characters too even in later stages of the game.

To say Blue Kayn simply does no damage is false.

And putting even more damage, especially %HP damage on top of what Blue Kayn already is (where he already does self-scaling compounding damage given his passive), is just a massive overkill that would surely result in disaster.
