How come Karma starts with her ultimate but LeBlanc doesn't?

Both do roughly the same thing, give you an empowered version of an ability. I'm not saying I want LeBlanc to have ulti level 1 but Nidalee got her ult changed to give it to her level one instead of 6 back in like April, because Elise had her ult. So if Karma gets her empowered ability level 1 why doesn't LeBlanc? Would it just be too strong since she already bullies?

EDIT: Not sure why so many down votes. Wasn't asking for this change or LeBlanc buff/Karma nerf. Just a damn question.

Different champions have different skill sets.

Karma merely empowers her next spellcast. LB's Ultimate is a 4th spell that has 3 forms, it even has its own separate cooldown.

because champs that get their ultimate at level 1, dont have overpowered ultimates. mostly just some form of shapeshift (jayce, elise, kinda udyr) or minor ability boost (karma)

karmas "ult" barely adds anything to her abilities, LBs ulted abilities are actually stronger with higher ap ratios too

Because they are different. Karma empowers another spell. LeBlanc casts a copy of another spell with increased power / effects. Think about it this way, at level 4 if LeBlanc had her ultimate at level 1 she could hit you with a 4 spell rotation. Karma only ever has 3 actual spells.

Karma doesn't cast two spells at once when she presses RQ.

Looking at it from the other way, why do they need to be the same?

Do you not understand that karma has 1 Truly damaging ability? Leblanc has 3 at level 3, 4 when she gets ult. The last thing leblanc needs is being able to burst someone to half/third hp at level 2. She's already a pain in the ass dealing with.
