3 scenarios, all early/mid game. I'm using 
as the examples because I think they're on equal terms in laning and it comes down to who makes a critical mistake to decide the winner.

matchup because i play mostly jungle.
Before level 4: Lee wins
Level 4 - 6: Even matchup. The outcome depends a lot on runes and skill (mainly dodging skillshots + cooldown management). However, Diana should not fight Lee, because she probably won't kill him because he can q or w away as soon as he loses and he can chase her down if she loses.
After level 6: Diana wins unless Lee is ridiculous fed. The only thing that's annoying is that he can disengage with his r and the knockback distance is a little bit longer than her ult range.
