I just saw this: the enemy jungler basically playing top and only go out of the lane to kill the scuttle crab, and it worked….

Who tested this changes in the jungle, exactly? Because he (or she) should be out of the balance team… as soon as possible.

Scuttle is making game rotations that (most players are blind too) Only challenger players can see things normal players can't see. Challengers see more of a force rotation towards scuttle and jg control. It's boosting lvl, and gold so it'll make the players play as a team.
