Can Teemo get his damage back on his E and shrooms?

Even if you have to take it back out of his Q. Second wind + MR runes + dorans shield makes the DoT on his E basically nonexistant until about 3-4 points and 2 decent ap items in which cause usually someone buys and goes back to making it useless.

I get he use to be a pain in the ass ages ago when there weren't really any early game defensive items against him but now there's too many. Give us the damage back.

With sweepers/pinks his shrooms get nullified too easily making it really hard to get anything out of them against a decent team.
