Will Singed be buffed with the Rylai's nerf?

It's pretty much the most critical item for him and now it slows 20% less. This also hurts AP Kog, Viktor, Brand and many other champions but I think Singed suffers the most.

The slow is unchanged for Singed, since it currently slows for 20% anyway, because his Poison Trail is DoT. It's much cheaper now so Singed can rush it quicker. It gives less stats, but the main reason Rylai's is bought is for the slow.

Personally, it felt more situational for me. Do I really need to slow my opponents, if I'm faster still? Cause I usually build RoA and Full tank on Singed.

Kog and Viktor are reasons why Riot is doing this. Because Crystal scepter insured that you were not getting out of Viktor's ult. And the perma hit with Kog's ult was also a problem thanks to crystal scepter. (Which is why Riot won't buff AP kog)

For most others though, Crystal scepter was good simply for it's stats, thus you might find those champs flocking other items with HP and AP. (Such as protobelt)

I always try to get this on Kayle. Even with these nerfs, I still prefer it over the other AP/HP items. Hell, the cheaper price makes it even better. I can get it much earlier now which is wonderful for a champ like Kayle who needs items to scale. The faster you can get complete items the better for her.
