Can we bring Typhoon Claws to summoners rift?

Remember Typhoon Claws from the black market game mode?

This item gave 3 attacks in the span of 1 AA every 4th AA. I would love if this items would make it to the rift permanently.

I know it would be potentially broken with Rageblade, but I'm sure it can be toned down by making it have the same unique passive as rageblade.
