Why does Mordekaiser Q not work with Rageblade?

So I've been testing Morde as a champ and I thought well, Rageblade would work well with his Q. I thought with the rageblade passive fully stacked, he would get his full Q damage in 2 auto attacks, but it does not work. He still does the same long slow 3 auto attack animation.

Is this a bug or intended?

If it is a bug, it just shows riot usual negligence towards Morde because Rageblade/devourer has been out for months and this has not been address yet.

it's intended pretty sure

something to do with attack modifier and not on hit ability or vice versa

someone more intelligent can explain it better than me

Mace of Spades is a on-attack effect.
Applies spell effects as a single target ability.
Spell vamp is fully applied.
Rylai's Crystal Scepter will apply a 40% Slow icon slow for 1.5 seconds. (Rylai's Change inc, subject to change)
The enhanced attacks will apply on-hit effects if they can apply basic attack damage, but they do not affect structures.
The attacks cannot be blocked nor dodged and the modifier will not be consumed if Mordekaiser is Blind icon blinded.
Magic damage will be mitigated by magic shields.
Spell shields will block the damage.

Additional Information:

Mace of Spades does not multiply Spellblade or other on-hit effects' damage.

So even If I wanted item 3115 for the attack speed, I would only get 1 nashors proc on his Q? How does that even make sense when I would want attack speed to get the third Q quicker? That part just seems dumb to me.

Because his Q is on attack and not on hit. item 3124 only double proc's the latter. The distinction between on attack and on hit was made with Sated Devourer was added with its phantom hit.
