The answer to this question is simple. Do you see Rengar played less or more? If less than he was nerfed enough to make him less enjoyable to play. If he is played more than he was nerfed in the correct way where you still feel enjoyment when playing him.

I think he is still too strong because the nerfs did not hurt his main function at all. Adding a cast time to the Ebola won't stop a rengar from murdering you. People are scared of rengar because he can stealth, jump on you, and then one shot you, plus he is super snowbally and can ruin your game after he gets like 1 kill. Riot compensated the nerf by increasing his bonus damage, which just makes him a bigger threat. Riot needs to be direct, and just nerf his damage, because it's just plain ridiculous, and the exclamation point provides no counterplay unless you are like 3 seconds away from your fountain, as rengar can dive super easily with the weakness of season 6 turrets. The exclamation point only serves as a sign that pretty much says "yeah your super dead right now-sorry!".

it brought him to a point where he has to gank a target that is low instead of just running up a lane and 100-0... so that is good...
