Remove Electrocute from the game.

It can't be balanced, and it causes nothing but balance problems.

You can't balance any champions when you have to effectively always take into consideration that they could easily get a free 400+ dmg nuke on their rotation just for having the keystone.

• It requires very little skill and has nearly 0 counterplay.
• All it offers is free damage
• It is too easy to apply
• It turns many abilities into harder hitting abilities than they should be artificially.
• It gets proc'd by other sources of damage such as Luden's proc, making it to easy to apply on some champions than it really should.
• It utterly crowds out all other runes in its Tree, and several in others.

Remove It from the game, it causes nothing but problems and has even back when ti was Tlords.
