Ideas for a Rune Revamp: Tier 1 and 2 removed and Tier 3 costs and stats adjusted based on level

At levels 10, 20 and 30 the cost of runes and the stats go up so that the runes you buy as a beginner will always be useful when you get higher up instead of having to buy new runes constantly
