It's one of the worst arguments ever.
IE:
Champ has a skill that shreds through 20% of armor as well as make you deal 15% reduced damage in ALL.
He has a shield that allows him to slow and scales with mana.
He has a point and click ability that is longer than Wukong's staff.
His ults gives him bonus armor and MR while making squishies stuck in a 1v4.
Who is this? Urgot.
Who also has high mana costs, lowest AA range, gets stuck in a 1v4 situation in exchange for a squishy while he is a ranged champ, and has to be tank even though he scales with AD.
If you lost out the positives only you get a really strong champ and if you list the negatives alone you get a really weak champ.
Tahm is on the same boat.
He has all that is listed above WITH, weaknesses.
He has a shield that works based on the health he is missing, meaning to use it to its most effect you use it when your low which makes you weak to burst, he has to build mostly health to use his kit effectively which in return makes him weak to BoRK and Vayne, his ult has too much of a wind up and is only used for traveling through maps, he has to get close to apply his stacks and his Q can leave him vulnerable meaning he's a great target for ranged champs, and he W's to save his ally but effectively removes 2 champs from a fight because he has to carry the ADC to safety.
He has weaknesses as well not just strengths.
