In the grand scheme of things, yes they are bad for a variety of reasons.
Support income and scaling is bad, so in reality supports can never carry. The carry needs to be the one with the highest level and the most income. What happens in bot lane so often is the support will have all the kills, but the ADC will have all the farm. That is not good against an ADC that has all the kills, and all the farm. They will delete you both if they haven't already.
Another thing to realize is a support main will recognize an aggressive support. There's weakness to this playstyle. You're much more likely to make mistakes by being baited and get yourself killed early game. We all know how out of control ADC snowballs are. Or worse, you could make an aggressive play, bite off more than you can chew, and your ADC can get killed, crippling them for the rest of the game. That's what happens most of the time.
However bot lane is in such a strange place at the moment. Some junglers do not gank bot this season. I don't know why, but counter pressure to bot lane is not as big as it used to be. In my opinion they couldn't have picked a worse time to keep the jungle meta majority top lane ganking champions, but that's how it is. If you get a snowball rolling, the chances of you being shut down before 20 minutes is incredibly slim. This gives an incentive for the aggressive support in lower ELO games.
If they are able to land a combo and ignite on you early game, you're going to be zoned for the rest of the laning phase, and your jungler will likely keep ganking top. Then that same support does not get Sightstone and builds AP in the hopes that they can finish the game quickly by overwhelming the team with damage, and sometimes they're able to do that.
It is bad, but you can see why it works on occasion. As a support you should always go off of how your ADC is playing, and the matchup you're against. If you can carve out more room in the lane, then absolutely do that, but diving at level 2 with an ignite is more of a 60/40 type deal, success being the 40.
