We're getting closer and closer to fair regulation of picks

Recently, they changed the layout of champion select to group champions by the lane they're actually played in, rather than their on-release assigned roles.

The punishment system needs now to take this into account. A player who intentionally picks something that 99% of other players know does not work needs to be put into low priority queue to reflect on their actions.

Off-meta picks shouldn't be punished. This has been discussed numerous times in dempth.

You have a misunderstanding of the term you're using. Here's an example to illustrate my point:

Nidalee jungle is currently off-meta. This means that it is her intended role, but that she is one of the worst picks for the role.

Azir jungle is trolling. This means that it is not his intended role, and so he is not a pick for that role if you intend to win.

I wouldn't actually be surprised if Azir COULD jungle, although cooldowns on soldiers early on likely makes it a little rough. Zyra can jungle. Picking it isn't trolling if you make it work and still put your effort towards winning. Obviously trying it unexperienced in ranked games can be considered trolling.

Yes, let's punish people for doing something that doesn't follow the line.

After they begin to argue that they aren't trolling, we can just slap them across the face and say: "No -no- no- you aren't playing the game how everybody else is playing it. Who cares if you got into (Insert higher rank than 70% of the community) with it, I'm still in bronze 5 - and my Graves Jungle is more optimal than Sivir Jungle."

Oh, you mean like conversing with normal banter for competitive online games? "toxic" chat, as some inexperienced children would say.

If they consistently prove that it works, then they cement that it is not trolling. The more likely case that it does not work because it is not designed to work and Riot makes specific changes to prevent it from working and they lose, it is trolling.
