They are both engaging tanks who trade actual tank steroids for CC and high base damage, their abilities are similar, their play style is basically identical.
Similar to how riot has been doing the diversivication reworks with juggernauts and marksmen, how would you change them to be more unique? Personally, I think it's Zac who has to most room for improvement, sejuani already occupied his niche far before he even existed.

Zac's passive and blob absorption plus his super long range leaps and flubber ult are at odds with sejuani who basically just shoves her big boars ass into lane and flails her fishing pole while praying to the rito gods that she doesn't miss the ult and be shamefaced when everyone sees it.

That's if you build HP, if you build him full AP he's a mage. Sejuani has a good range with all her abilities except W while having below average item scaling

both have a nock up but zac has to be sneaky to use his gab closer/nock op like fidle where sej can just walk into your face and q
zac has build in sustain / no mana sej has no sustain/mana
sej can ult from a distance zac has to get in
i mean sure all tanks have something similiar if you look at them closely but these 2 are not that similiar i mean if you think to much even amumu and sej r almost the same
