Jaggernauts according to Riot:

Fighters are durable and damage-focused melee champions that look to be in the thick of combat. Juggernauts are melee titans who relentlessly march down the opposition and devastate those foolish enough to get within their grasp. They are the only subclass who excel at both dealing and taking significant amounts of damage, but in turn they have a tough time closing in on targets due to their low range and extremely limited mobility

So why Garen lose to Shen and Akali and Vladimir 1v1? Hopefully the Rework will make the champs run away from Garen and not the opposite

You actually think that because of a vague description that juggernauts should auto win against all melee champs? Unironically?

Also, pretty sure Garen counters Akali, not the other way around

akali beats him pretty hard early on, if you dont fall too far behind and get scaling she shouldnt be a problem

most of the champs people think of tanks and cry about doing too much damage.

Shen’s spirit refuge lets him negate a large portion of Garen’s damage (his Q and E). Even with the rework Shen can easily duel Garen if he plays correctly. Akali can do the same with her E and W, she can pick and choose when to go in, she can bait and wait out Garen’s key fighting before re-engaging. Her Q and passive lets her poke from range and is extremely annoying during the early levels.

For those three champs, after the rework Garen still needs to get to them and keep them in range of his E. And sadly they all have ways to avoid it. I have a feeling that they are still going to be annoying and hard to fight against after the rework.
