I don't know when last I saw this item built. I don't build it cause it takes too long to charge for a 4 second active. Honestly the item charges so slowly that you might only get to use the active at full 100 stacks about 2-4 times a game.
If you also don't build the item, let me know why?

It takes too many charges to be any more relevant then an AP item that gives additional effects or stats, and its a big anti-clarity item; "did the active matter? will it make me win this fight or will i still lose and waste it?"
Only way a stacking AP item like this would work is if the stacks remain, it doesn't require blind guessing, and its gold efficient.
Dark seal works because of the stats + cheap gold, but there's a reason mejais is rare and spellbinder is just worse considering the active.

I bout it a couple of times, and it took forever to charge - just basically sitting around spamming spells to charge it, it felt endless - IN FUCKING ARURF

It's not a defensive item because it gives no defensive stats just MS to run away which doesn't do a whole lot. It's an ok offensive item because of the AP but there's no cdr or penetration on it.
The active is good for ap assassins I guess but they can't actually stack it because of long CDs or they just have targeted abilities. Mages don't really want it because it's expensive and they want more cdr. It has the same problem as old archangel's and liandry's, what's it even for and how do I stack it?
