The issue with certain tanks, specifically volibear and TK, being able to 100-0 people with a combo while building full health is frankly absurd.

As for as CC tanks go, I feel like sion is the best example. He has a ton of cc, but his damage is crap. If he wants to 100-0 you he has to build heavy AD and be less tanky. But this issue where tanks are giant, crowd controlling, top damage charts, lumbering unkillable behemoths feels unfun.

Volibear can't 100-0 you in 3 seconds unless he has double your gold. He's also not a CC tank, having almost zero CC.

Volibear has enough CC for his team to follow up. It's wrong to say he has almost zero. He E's to slow them, then flips them for his team to follow up.
