Putting too much power in his turrets makes him frankly fucking stupid to fight in top and makes him hilariously easy to fight in mid.

It used to be. Heimer being a burst caster instead of a zone mage doesnt live up to the fantasy... They might as well have just removed the turrets and gave him a last hitting spell that returned mana.
His laser charge is now based on landing his skillshots and his turrets deal most of his damage as the game progresses. The output is that he relies heavily on earlygame rockets and grenades for dps... but late-game scaling makes the turrets heavy firepower.
Honestly, they'd be at least more workable earlygame if they could endure minion hits.
If they put more power into his turrets, they'd need to be much more durable, or he'd need to be able to get charges much quicker, and I definitely prefer having the turrets as a useful but limited part of his kit without them completely dominating it. Makes him much less feast or famine.
Three turrets + W already can oneshot people around the lv5-7 mark of the game, unless you have decent HP/MR. The consistent damage was lowered in favor of allowing him better ways of bursting people out and actually making him required to land skills.
As LS put it, he's pretty much the AP Jayce right now. Ult + W will remain so the oneshots will also remain if you do not dodge.
