List of Champions it Greatly helps while at the same time giving the stats they want
Just a small list but all these champions greatly bennifit off cdr, they all want some health, and the mobility helps them out so much. A creative item that is kept perfectly balanced with it's small range and ap ratios.

60 AP isn't small now and it adds another spell to your rotation.
Also, only 2500g? You can have that built before 15 mins.

while 60 AP isn't that big a deal early game, late game it becomes quite the disivantage where you build your death cap and want every point possible to ramp you up.
But yes it is very gold efficient.

Well, seeing as most AP items have been nerfed to sub 100, 60 AP is basically the previous 70-80 range.
