Uh, Fiddle's has always had a high winrate in soloq, no matter what jungle or starting item that was used, he actually doesn't need to buy anything to clear. Riot mainly buffs or nerfs based on popularity and no so much whether they are actually doing well or not. Fiddles isn't popular, so is unlikely to be nerfed, especially when the community bases a champion's strength on popularity; so most people here think he's not strong just because he doesn't have a 30% pick rate.
