@Meddler, lets talk Lucian

I saw recently a Rioter post about how Lucian is being looked at for buffs this next patch, which is exciting because he's my favorite champion and currently the worst ADC in the game. I wanted to figure out what Riot's Balance Team is thinking in terms of buffs for Lucian. My current analysis of Lucian is pretty simple. From levels 1-6 he isn't too bad, he can trade and poke decently well, but the moment he hits level 6, his damage falls off of a cliff. He has little to no access to armor pen, so big tanks with CoC shields come at him during the mid game.. he has no way to even break the shield. Considering at how low range he is, he should be bringing more damage to the table. Right now, almost every ADC is a better pick than him because thy can do more damage from a safer distance and they have some form of utility within their respective kits. Lucian has 0 utility in his kit and pumps out low damage. Again, what are the thoughts about the potential buffs for lucian?
