Can someone explain the new matchmaking system to me?

So, I main adc. Naturally, that would be my first pick when I go into summoner's rift. No matter what I pick for my second choice, I ALWAYS get it. I usually put mid or top because I figured, those are the roles people want the most right? Yet, I always end up with them. I thought I would like this new system. Actually, I miss team builder. At least then, I was guaranteed my main role. With this new system, I'm lucky if I get it half the time.

I recently experienced the opposite. I put top as my primary and adc as my secondary and started to get adc overwhelmingly. It started to get really annoying that I couldn't get the role I most wanted so I switched my secondary. I like adc, but I like other roles more. Using the current system to get the role you want is really difficult unless you go pre-made. RIOT must be troubleshooting this issue somewhere. Hopefully, they eventually realize that the fundamental problem is that allowing players to absolutely exclude roles they don't want is what leads to role starvation in the first place.
