Why Dagger is OK but DFG wasn't

For a start, they have 2 different types of % damage, the former has Missing, latter had Maximum. 1 point to DFG. Dagger requires the burst to come BEFORE, as opposed to DFG's AFTER. 1 point to DFG thats all i have for now, but point 2 is the main one. DFG is bad because it doesnt require commitment, Dagger on the other hand will force the player into an all or nothing.
