So what is the point of celerity?

Like maybe i'm looking at this thing wrong. Maybe i'm suppose to judge it's power based off the flat bonus movement speed, but even then it's only like +10-12. I keep judging it based off the bonus AD/AP you get, but it's since it's based off bonus movement speed it such a low bonus. Is it suppose to be a thing you pick up with Sorcery as your secondary rune?

Like i'm running it on Sona (seems to be the rune of choice for the higher level players) and i keep asking myself, "why not just use transcendence? it's SO MUCH more AP given Sona's built path 90% of the time"

MS is an important stat to have. A 10 MS bonus is the difference between you escaping a fed Jax, and Jax getting just in range to Q you.

MS helps you get to objectives faster. MS helps you dodge abilities. MS helps you reposition. You do not pick celerity for AP/AD, you pick it for MS.

Fair enough. i suppose i am more confused why all the guides i find suggest taking it on Sona. What with her garbage base movement speed, it's "helpful" but often it just feels more useful to get the bonus 40-80 AP from over stacking CDR.

Some junglers like it. Skarner, Hecarim, a bush garen, plus it also adds extra speed.

And pretty much anyone that takes predator may want it.

So Hecarim can sing this while charging his E, using Predator and Righteous Glory.

It depends.

For instance, Ryze may use Celerity instead of the seemingly more useful Transcendence next to it because he lacks the MS to chain his combos properly when chasing an opponent (sure he has his innate MS boost and often runs Phase Rush where both of which trigger upon reaching a combo threshold, but often sticking on the opponent enough to trigger them is an issue itself, and so Celerity is used to cover that).

Someone like Soraka may use Celerity as a way to run to aid faster, as well as complementing with her existing passive.

Certain junglers such as Xin Zhao may prefer to use the Sorcery tree for the Phase Rush due to his innate combo pattern being a match made in heaven for the rune, and such he would pick Celerity in that row because it's the most relevant and useful for him (he may also augment that further by taking Waterwalking from the last row, too).

Outside of specific users, it may also be used generally as a simple means to well, run faster, either to chase a little bit better or to run to safety (and/or to stay outside of the effective range of the opponent or to dodge skillshots) slightly easier.

3% MS = easier to dodge hooks = you don't feed

transcendence only helps you if you get to level 10

EDIT: Also, if everyone takes it by default in your lane, you run into an issue where not taking it means you're slower relative to the baseline MS of the lane than you should be, which can lead to issues when you try to escape from people

MS is maybe the most important on its own, throughout all stages of the game and especially during the laning phase, where there are strict tactics you can follow to get leads, and a lot of them depend on having correct positioning, poking and avoiding damage. All of these are directly affected by how fast you can move, and that extra early MS is VITAL to that success. Also, it offers a small boost to your AP or AD, but sometimes it can make a difference. As soon as you spend 300 gold on boots, or around 1k gold for tier two boots, you get an even larger amount. Seeing how boots are a core item for every champion (Cassio no boots lul), you will always have some bonus stats. A lot of champions also have abilities that increase their MS, thus their AP or AD, and some of them also build more items that grant them MS, like Triforce, Dead Man's Plate, Lich Bane etc. So, the point is that, apart from the bonus MS at the start which is crucial, you also get some offensive stats passively and during all stages of the game. Transcedence is rarely picked because it's a rune that grants you 10% CDR at level 10, and also grants AD / AP if you exceed the 40% CDR cap. It's almost safe to say that you need quite a lot of items to reach that cap, making it so that this rune is basically useless until after you hit level 10. Even then, the first reward is just 10% CDR, which isn't really that much. The gold value of 10% CDR is just 247 gold,, which is basically useless at that point. Also, taking advantage of the cap thing is also hard and require you to have at least 3 items to gain minimal some stats out of it.

The game is so early game dependent now, that you want to have as much early power as you can from early on. Having to play essentially half the game with one less rune runs the risk of getting ran over, especially in higher elo where people will take advantage and abuse that.

Taking Transcendence is only a niche pick for certain champions that 1) want to have 40% CDR and 2) their itemization doesn't allow for it to happen. An example could be someone like Malzahar. The fact that he needs Rylai's, Liandry's, and Morello means that his other options usually only get him up to 30% CDR. Having 40% CDR is really good on him though, since it means that he can use R more often, which is important, so sometimes, Malzahars can take that rune. I won't be surprised though if, even then, they still picked Celerity.
