I think it is a concept that could very well work as long as it was higher risk. Right now it can be soloed incredibly easily, unlike the last iterations this one allows you to hit it's eye when soloing. I've had a support shen solo it at around 14:30. I had to help him at the last 600 hp of the herald, but other than that he did it completely by himself.
My first proposed change is to make it take 2 people to pop the eye. I want to see how that change affects it.
TTK Dreadnought1 votesI find it dies really easily once its summoned and it's damage scales with its health. Once more people realize it can be solo'd, it'll be contested more often.
Even then, more people means you kill it faster anyway.

Marshbouy1 votesit took him about 30-45 seconds. he had just TPed top (for a failed gank). Yeah the enemy team could have applied better pressure but the fact that it can be soloed, let alone soloed easily is just stupid.
