Give Yi a cleaver and Physical damage Devourer and watch him shred 30% of your armor in a single double strike attack.

Now that is the stuff of nightmares.

Yeah, the thing everyone forgets is that while dealing mixed damage is hard to itemize against during mid game, it is also very hard to itemize for late game because of the lack of hybrid pen in this game.

Hybrid DPS is actually a gating method that holds back champions that could otherwise be off the charts when it comes to late game scaling. Everyone always say magic damage has 100% armor pen, which is true, but if you have 35% armor pen against a target with 250 armor and 180 MR, dealing all physical damage is much preferred.

Also, if it dealt all physical damage, then that would force you into only itemizing armor, which could be just as bad if not worse because then their APC would be able to nuke you with no penetration items needed (or deal near true damage with penetration).

Only the worst team comps are all physical or all magical, so having one individual champ (the jungler no less, who you don't itemize against until mid-late game anyway when you have a lot of resists already) deal mixed damage doesn't change the total dynamic of how much damage is being dealt of each type.

Hybrid pen is irrelevant when some of the champions that abuse this item aren't going to be buying armor pen anyways... People usually have much lower magic resist than armor, Even tanks usually at most only have 1 MR item and stick to having straight health+armor. Yi doesn't need an LW, all the on-hit effects pick up the slack, he can kill a full tank in 3~5 seconds easily. Shyvana, Jax, Warwick, Xin, Udyr, etc aren't buying penetration items.

You just don't get it. The reason they don't buy armor pen is because it isn't efficient enough with mixed damage (which effectively gates them from being too strong late game). If it where changed to physical damage on-hit, I guarantee you at least half of its current users would enjoy dancing on your grave as they build a last whisper and watch their super effective double proccing on-hit damage shred you even harder, not to mention the champs that already do build armor pen with this item would be even more thrilled (like Yi and Xin Zhao)

The reason they don't is because of their class, and not mixed damage. Yi buys pen still because he's mainly built like an assassin/adc, but doesn't need to. Xin doesn't even buy it as a jungler because he's built tankier. Whether someone buys LW or not has little to do with whether they deal mixed damage or not, there are plenty of champions who deal mainly physical damage that jungle, or even top, that do not have Last Whisper as a common item. You don't need an LW when you can just build 2 offensive items into tank, or 2+tri into tanky items and still kill people really quickly, buying an LW even if the champion deals only physical damage ends up being overkill and causes them to be too squishy to really do anything. It's only bought on glass cannon/assassin builds, which Shyv, Xin, etc rarely are built to be one because it's not optimal and has nothing to do with what the damage source is. Dealing mixed damage on tanky damage dealers (bruisers) is always a plus even if it means you don't benefit fully from penetration, because you don't need the penetration to fill your role like adcs or assassins do.
