Xerath's E should stop dashes in their tracks

It's a single target, slow moving skillshot on an immobile champion that slows himself down to use his main ability. If I catch your mobile af champion out with it while you're dashing all over the place, you're being predictable and deserve to be punished for it. Can't stand outplaying these flashy stealth assassins only to find out I lose the matchup regardless because my champion is old and doesn't have the QOL changes he should have.
