The new Essence Reaver is not as broken as you think.

The overall cooldown reduction gained is really restricted attack speed and the ability to actually get auto attacks off. It will naturally work better for marksmen just like the old rageblade did because they have attack speed steroids and the range to attack safely from far. Its also not really busted on markmen as most of them don't have hard CC and abilities tend to lower their DPS. The few exceptions are the AD caster like

Champs like are not going to be able to really attack enough to make the most use out of the item.

I can't really think of many melee carries who are auto attack oriented enough to really use this besides .

Overall, I'd welcome the item as it adds more build path diversity away from crit. I don't think its as broken as ppl think because it is restricted by attacks speed and range. Not to mention you need to use your ult, so thats another restriction.
