Is this an admission that Riot often makes balance tweaks just to change the meta randomly?
We feel we've been a bit too conservative in the past in the run up to Worlds. Worlds should involve a stable patch, that teams can focus on, ideally with any massive balance outliers.** That's not to say it should reflect a game state that's been unchanged for so long it's starting to feel stale though.** -Meddler
Perfect balance would actually be a fairly stable game state and some might find that boring.
This seems like admitting that Riot is trying to shape the meta and it's not really about balance at all. It's more about keeping things fresh and creating new dominant strategies (the opposite of balance) to shake things up.
Then of course, you see the pro teams adapt to the new patches (nerfed armor items) and want to go to Solo Que with new picks and ideas. A few patches later, (buffed armor items lol) and the cycle just continues. This way, you never feel like you understand what's going on and what's good so you want to play and experiment.
